When you install many mods or large textures, animation of loading screen will be stopped sometimes. Although for some reason, the latest 1.2 version doesn't work well for me with ENBoost, 1.1 still works like a charm.
Safety load doesn't have anything to do with 3.1GB limit on RAM, it only resolves the freeze issues on load or during game play.
